Here is a message I sent to Guido Berhoerster and his reply.
I am a fan of the Windows XP Royal Noire (skunkworks) theme, and was
surprised and excited to see it as the default theme in OSS 13.1 LXDE. I
have given up on Gnome 3.x, as I have given up on Windows 8.x. I have found
XFCE to be a suitable replacement, but with a convoluted windows, dock and
theme structure. (Forgive my senility, I keep comparing everything to
WinXP).
Anyway, I believe Guido said the engine is Aurora and the theme is nuoveXT2.
I still call it Royal Noire. Have a look at Guido's comments. Perhaps if
others are interested the Royal Noire theme can have a new life in
Linux/BSD's.

if you mean the GTK (toolkit) and icon theme, those do not need
to be "ported" to Xfce, you can simply install the
gtk2-engine-aurora and nuoveXT2-icon-theme packages and select
the nuoveXT2 icons and Aurora style under "Appearance" in the
Xfce Settings Manager.
The problem with the Aurora engine is that it is a GTK2-only
theme, newer applications using GTK3 will not be styled and get a
rather ugly default look. This is the reason why we use Adwaita
as the default theme, it is one of the very few theme engines
supporting both GTK2 and GTK3 and thus providing a consistent
look for all GTK applications.
Also, please send such questions to the openSUSE Xfce mailing
list (opensuse-***@opensuse.org) rather than via personal mail.
