On openSuse 13.1 public released version, x86_64. XFCE4 ver 4.10

using either Shutdown or Restart button at right end of panel fails,
shutdown never completes; never reboots.

Pressing esc shows last completed step [OK] "Stopped Collect Read-Ahead
Data".

Both iceauth and xset are installed by default.

Hardware: h-p DV7-4274nr laptop

openSuse 12.2 operated perfectly.

Am I missing something? Any ideas?

What do you mean by "fails", is your session being terminated and
then gets stuck at the shutdown/reboot splash screen?
Can you shutdown/reboot from a terminal using /sbin/shutdown?

By "fails" I mean the power never shuts off, or in the case of restart,
never reboots.
The session terminates, the splash screen fades, but the power doesn't
shutoff, in the case of restart, never reboots. Pressing "esc" show the
last command completed: "[OK] Stopped Collect Read-Ahead"
From a terminal (xfce4-terminal 0.6.2) /sbin/shutdown hangs at exactly
the same place.
OK, that sounds like a problem with systemd or a regression in
the kernel rather than Xfce. Please file a bug against
Basesystem, you can get more verbose output from systemd of what
is happening on shutdown/reboot like this:
